Below is a copy of the WWPC Newsletter, this was originally sent out with the Joint Official Guide to the Parishes of Crowthorne & Wokingham Without in June 2008.

How your money is spent
Income—we have hiring fees from St Sebastian's Memorial Hall, the Howard Palmer Room, Hatch Ride School Hall and Pinewood Hall and the rents and service charges paid by the Clubs and Organisations who sub let the buildings on the Pinewood site from the Parish Council. In 2007/08 this totalled some £90,000
 
The Precept - this is the sum of money requested from Wokingham Borough Council each year, collected by them on our behalf as part of your Council Tax bill. Each year the Parish Council prepares a budget and compares expected income against planned expenditure. The shortfall is requested from the Borough Council and is called the precept. 
 
In the 2008/09 budget set in February, we projected income of £109k & planned expenditure of £211k the precept requested was £107.9k, an increase of 4.93%.on last year's figure. The average precept in the Borough for 08/09 equates to £50.53 per household. The figure for this Parish is £40.26.
 
Expenditure— although the accounts for the financial year 07/08 are not yet complete, we spent:
· In the region of £42k on wages and salaries and Parish administration
· £9.5k on grants to Community groups and organisations
· £103k on the upkeep maintenance and support of all the Parish amenities i.e. the facilities on the Pinewood site, the Halls described above, the playground at Hatch Ride etc.
· We aim to put £25k into reserves for the funding of capital projects both in the short term and for those that will become necessary in the longer term.
 
In 07/08 we completed the resurfacing of the perimeter road at Pinewood, provided new playground equipment at Pinewood and undertook the refurbishment of the Howard Palmer Room. Current projects include the renovation of the landscaped area at Greenwood Rd Shopping
Parade. Long term (and very expensive) projects include the resurfacing of the car parks at Pinewood and St Sebastian's.
Parish Councils form the lowest tier of local government and the members represent your community. Wokingham Without Parish, so called to differentiate between it and Wokingham Within i.e. Wokingham Town, is one of seventeen Town and Parish Councils which form Wokingham Borough.  This leaflet aims to tell you about some of the things this Parish Council does and how it spends your money.
 
Grants 
In 2007/08 the Council made grants totalling £9570 to local good causes which benefit residents of the Parish. These included:

It also has details of all the clubs and societies that are active within Pinewood Centre and those which take place in our Parish Halls.

Local History of the area is also covered and a list of frequently asked questions may save you a phone call.  Any suggestions to improve the information held on this site would be most welcome.  
 

Recycling

In Wokingham Without Parish, Bottle Banks are provided at St Sebastian's Memorial Hall and at Pinewood Centre. 

Wokingham Borough Council also collects recyclable waste from the kerbside.  Anyone not yet signed up to the Council’s kerbside recycling scheme for paper, card, tins and plastic bottles can get their free black boxes by calling (0118) 974 6302/6303.  

Also provided by Wokingham Borough Council is the free fortnightly
green garden waste collection scheme for over 53,000 properties.  To see if you are eligible contact the waste team as detailed below. 
 
A free green garden waste sack is available from the Parish Office at Pinewood Centre. (10-12 Mon-Fri).

Hall Hire
St Sebastian's Memorial Hall
Situated on Nine Mile Ride on the
corner of Honey Hill, this hall provides a roomy venue for events from meetings & rehearsals to wedding receptions and christenings. 

It has a small kitchen, stage area and can be used jointly with the Howard Palmer Room via a connecting door.  The hall will accommodate 96 people.
 
Howard Palmer Room
Located at the rear of the Memorial Hall, this room has recently been refurbished to a high standard with new flooring, tables,  chairs, and curtains.

It now provides an excellent venue for meetings and small gatherings, holding
up to 60 people .  It can be used on its own or jointly with the Memorial Hall.  It has its own small bar and kitchen area.
 
Hatch Ride School Hall
The school hall at Hatch Ride Primary School is suitable for larger gatherings and holds up to 200
people.   The hall has a small kitchen area,  there is also plenty of parking and access to the hall is via its own reception area.

Your Parish Council Needs You

Wokingham Without Parish Council is currently looking for two parish councillors, to be co-opted to the council.  If you would like to become a voice for your community and affect real change why not stand as a parish councillor and see what difference you can make to your local community.
Parish and Town Councils depend on local people taking an interest in what happens in their community.  Whatever their background, local people standing as councillors can bring a wealth of knowledge and community understanding into the local team.
To be qualified to stand for co-option, persons must be a Commonwealth
citizen, or citizen of the Republic of Ireland, or a citizen of another Member State of the European Community, and be aged 18 years or over.
 
Applicants must:
 
· be an elector of the parish, or
· during the whole of the last 12 months have occupied as owner or tenant land or other premises in the parish, or live within 4.8 kilometres (three miles) of the parish boundary.
 
 

Your Parish Council

Wokingham Without Parish Council meetings are held in the Howard Palmer Room at St Sebastian’s Hall.  As a parishioner we would encourage you to attend.
 
1st Monday of each month at 7.30pm
 
3rd Monday of each month at 7.30pm
 
As a member of the public you are entitled to speak at these meetings at the discretion of the Chairman. 
 
At the start of each Full Council meeting there is an item on the Agenda for questions from the general public. If you wish to table a question, please contact the Parish Clerk prior to the meeting, so the answer can be researched in advance of the meeting.
 
Agendas for all these meetings can be seen displayed on public notice boards at Pinewood Centre, St Sebastian’s Hall and Greenwood Road shops.
